Site Inspections
Construction sites one (1) acre or larger that discharge stormwater to surface waters of the State must have site inspections conducted by a Certified Erosion and Sediment Control Lead (CESCL). Sites less than one (1) acre may have a person without CESCL certification conduct inspections. (See Special Conditions S4.B.3 and B.4, below, for detailed requirements of the Permittee’s CESCL.)
Site inspections must include all areas disturbed by construction activities, all BMPs, and all stormwater discharge points under the Permittee’s operational control.
- The Permittee must have staff knowledgeable in the principles and practices of erosion and sediment control. The CESCL (sites one acre or more) or inspector (sites less than one acre) must have the skills to assess the:
- Site conditions and construction activities that could impact the quality of stormwater; and
- Effectiveness of erosion and sediment control measures used to control the quality of stormwater discharges. The SWPPP must identify the CESCL or inspector, who must be present on site or on-call at all times. The CESCL (sites on (1) acre or more) must obtain this certification through an approved erosion and sediment control training program that meets the minimum training standards established by Ecology. (See BMP C160 in the manual, referred to in Special Condition S9.C.1 and 2.)
- Site conditions and construction activities that could impact the quality of stormwater; and
- The CESCL or inspector must examine stormwater visually for the presence of suspended sediment, turbidity, discoloration, or oil sheen. BMP effectiveness must be evaluated to determine if it is necessary to install, maintain, or repair BMPs to improve the quality of stormwater discharges.
